DIRECTIVE ON THE ADVISORY BOARDS OF INSTITUTES, FACULTIES AND SCHOOLS

PART ONE

Purpose, Scope and Legal Basis

Purpose

ARTICLE 1 – The purpose of this Directive is to establish Advisory Boards specific to the respective units of the University in order to establish and maintain cooperation with public and private sector organisations and to determine the principles governing the operation of these Boards.

Scope

ARTICLE 2 – This Directive covers the provisions concerning the activities of the Advisory Boards established by the Institutes, Faculties and Schools of Bülent Ecevit University in order to establish and maintain cooperation with public and private sector organisations.

Legal Basis

ARTICLE 3 – This Directive has been prepared pursuant to paragraph (f) of Article 44 of the Higher Education Law No. 2547 dated 04 November 1981 and the Regulation on the Establishment of Advisory Boards at Higher Education Institutions, published in the Official Gazette No. 29851 dated 08 October 2016.

PART TWO

Definitions, Bodies, Duties and Responsibilities

Definitions

ARTICLE 4 – For the purposes of this Directive:

  1. a) Department/Programme Advisory Board: refers to the advisory boards of the departments and programmes affiliated with the relevant units;
  2. b) Faculty/Institute/School Advisory Board: refers to the advisory boards of the Faculties, Institutes and Schools of Bülent Ecevit University;
  3. c) Rector: refers to the Rector of Bülent Ecevit University.

Bodies

ARTICLE 5 – Advisory Boards are bodies comprising representatives of the labour market and other stakeholders, established to provide opinions and recommendations to faculties, institutes, schools, departments and programmes, particularly with regard to education, teaching and research processes.

  1. a) Faculty/Institute/School Advisory Board: The Board is chaired by the Dean/Director and consists of Vice Deans/Deputy Directors, Heads of Departments, the Faculty/Institute/School student representative, representatives of public and private sector organisations nominated by the Dean/Director, and one graduate representative. Secretariat services for the Faculty/Institute/School Advisory Board shall be carried out by the administrative office of the relevant unit.
  2. b) Department/Programme Advisory Board: The Board is chaired by the Head of the Department/Programme and consists of Deputy Heads of the Department/Programme, the Faculty/Institute/School student representative, representatives of public and private sector organisations nominated by the Head of the Department/Programme, and one graduate representative. Secretariat services for the Department/Programme Advisory Board shall be carried out by the administrative office of the relevant unit.

Term of Office of Board Members Appointed from Outside the University

ARTICLE 6 –

  1. a) The term of office of members shall be limited to three years. A member whose term of office has expired may be reappointed.
  2. b) The Board membership of members appointed to represent their institutions shall terminate if their position within the institution they represent comes to an end.

Duties of the Advisory Boards

ARTICLE 7 –

  1. a) Decisions of the Board shall be advisory in nature. The Board shall convene with the members present at the meeting, and decisions shall be taken by a majority vote of those attending.
  2. b) To review the meeting agenda sent to them in advance and submit their opinions and recommendations in writing to the Chair of the Board;
  3. c) To ensure that the Faculty/Institute/School Advisory Boards operate in accordance with their intended purpose and to evaluate the recommendations submitted by these Boards;

ç) To develop cooperation with public and private sector institutions, organisations and professional chambers operating in the fields relevant to the activities of the units;

  1. d) To exchange views concerning the requests and recommendations of the public and private sectors;
  2. e) To contribute to enhancing, improving and disseminating quality in education.

Operating Principles of the Boards

ARTICLE 8 – Communication with Board members serving on the Advisory Boards and participating from outside the University shall be carried out by the relevant units. Communication with external members serving on the Faculty/Institute/School Advisory Board shall be conducted through official correspondence by the administrative office of the relevant unit.

The administrative offices of the relevant units shall be responsible for keeping the minutes of meetings and preparing the Board activity report for the Department/Programme and Faculty/Institute/School Advisory Boards.

Meeting Schedule

ARTICLE 9 –

  1. a) The Department/Programme Advisory Board shall meet at least once a year. Where necessary, extraordinary meetings may be held upon the invitation of the Head of the Department/Programme. Board meeting dates shall be announced in writing or electronically.
  2. b) The Faculty/Institute/School Advisory Board shall meet at least twice a year, once in the spring semester and once in the fall semester, in accordance with the meeting schedule determined by the Department/Programme Advisory Board. Extraordinary meetings may be held where necessary. Board meeting dates shall be announced in writing or electronically.

PART THREE

Entry into Force and Implementation

Entry into Force

ARTICLE 10 This Directive shall enter into force on the date of its adoption by the Senate of Bülent Ecevit University.

Implementation

ARTICLE 11 The provisions of this Directive shall be implemented by the Rector of Bülent Ecevit University.
